I don't think they could do that if you were innocently in your garden with your friends. It could be seen as deliberate then if he still did it with a group of people chatting audibly outside. If he does it when kids can see or have seen then the police are the ones to advise really.

Send him a letter, telling him he would be better to close his curtains while undressing. Sign it from 'a wellwisher' who does not want to cause him any more embaressment.(sp)
