I don't think they could do that if you were innocently in your garden with your friends. It could be seen as deliberate then if he still did it with a group of people chatting audibly outside. If he does it when kids can see or have seen then the police are the ones to advise really.

Dizzis idea isn't half bad you know. If you have a 'get together' at your house and all make noises that show how much his show is unappreciated it might just make him feel a tad embarassed that the whole street knows and not just his chosen victim.
