So Victor and Stanley both definitely belong to Rose and Sidney! And it looks like only Victor and Stanley - so do all or any of the others belong to Phoebe?

A tree on Ancestry has Sidney and Rose with 2 children - Stanley Robert and the other is Private.
In 1915 he was at 62 Himley Road, Wandsworth

Army records show he Attested in 1906 and was discharged unfit for further service in 1915. Originally with the Royal Sussex Mounted Infantry he served at Home until 1914 when he was sent to France and wounded. Awarded British and Victory Medals and the 1914 Star Medal.
Married Rose and had the one child, Stanley Robert b 25.7.1913 in Wandsworth. Unfortunately the records are part of the burnt documents and there is nothing to be seen below Stanley

One tree with Alfred George in it but it gets no further than his marriage to Phoebe.

No help with identifying parents - you'll need birth cert for that info

HOWEVER.................... My bet would be on Rose and her husband, in view of Sybil's birth registration district
