Hi Trudy

I know your post is very old, I have only just joined the site. Not sure if you found your answers but just wanted to say I am interested as Dorothy May Sellman was my paternal grandmother.

In case Trudy comes back to this, no-one mentioned in 2015 that there was no formal adoption until the late 1920’s, so any ‘arrangement’ would have been informal, and as he kept his birth name, the story may be just that - a story

ADDED
The mother married in October 1918 to a Hyam Lee, and the couple - together with Herbert - are on the 1921 census in West Ham, so he obviously remained with his mother for a while, at least.
Hyam died in 1936
Maybe the idea of adoption came from his having had a stepfather……….
In 1939 Herbert was with his uncle William and family in Crayford, Kent
