Carol...how I understand how you feel.
I lost a grandchild,although he was only a baby of 5 months and an identical twin and it was a cot death.
His brother is 24,....6ft4" .and has a son given the same name as the brother he lost.
Every year on his birthday they go to his grave and the family still talk about him,which I think is good.

Carol, having a tiny grave of my own to visit, I can understand how lovely it will be to see that balloon on Josh's grave to call him to everyone's mind. Those who loved him dearly don't need that to remember those precious years but will hold Josh in their hearts for ever.

Happy 21st Birthday Josh, I am sure you will be with your family as they put the balloon in place and will smile at them.
