A devastating earthquake occurred on 28 December 1908 in Sicily and Calabria, southern Italy with a moment magnitude of 7.1 and a maximum Mercalli intensity of XI (Extreme). The epicentre was in the Strait of Messina which separates Sicily from the Italian mainland. The cities of Messina and Reggio Calabria were almost completely destroyed and between 75,000 and 82,000 people died, making it the deadliest earthquake in the history of Europe.

The National Arcives entry shows William Mitchel DOB 3/8/1878 birthplace Devonport.
No middle name is used.

Added: there is a St Paul’s church in Devonport.

The daughter Mary Rebecca Saville married John William Tucker in 1881, in Devonport. In 1891 they're in Fremington, Devon, with children.
She died in 1899.

I have assumed that Philip meant the paternal grandmother of William 1917/1919 - Elizabeth Rickard/Saville/Mitchell.

His reference to William was, of course, non-specific, and I assumed he meant the one who is the subject of the post - born 1878
