Poor Frank! Every one of the other 40 men listed on that page has a parent, sibling, or other relative named.

He is an intriguing mystery.
There seems to be no record of him anywhere before 1892 when he first joined the Navy.

Ninon is definitely shown as 'married' on 1939 image, but...........................it looks to be an error, as Taylor has been crossed-through and replaced with Ryall.
The only 'notes' are dated 1951, which would fit with her marriage to Cooper
