Czechoslovakia, Czech and Slovak Ceskoslovensko, former country in
central Europe encompassing the historical lands of Bohemia, Moravia, and Slovakia. Czechoslovakia was formed from several provinces of the collapsing empire of Austria-Hungary in 1918, at the end of World War I. In the interwar period it became the most prosperous and politically stable state in eastern Europe. It was occupied by Nazi Germany in 1938–45 and was under Soviet domination from 1948 to 1989. On January 1, 1993, Czechoslovakia separated peacefully into two new countries, the Czech Republic and Slovakia.

I have today spoken with a lady at the National Australian Archives in Perth they have several papers on Clement Hubert Karlovsky's application for Naturalisation. I am going to their office next Thursday to look at them I think this should give me his place of birth also his family names.

Austria makes sense.
Czechoslovakia didn’t come into being until 1918 , before that it was part of the Austrian empire.

But now you can search for Clement son of Joseph & Antoine which is better than just looking for any Clement.

Clement Hubert is probably an anglised version of his original names so you might have to look into that too.

Good luck

Aren't his parents details on his Australian death certificate?

Assuming he died there.
