As MarieCeleste has pointed out 'Thomas Bailey' shared the same forename as Lucy's stepfather Thomas Evans.
Did he share anything else, like the same occupation of coal miner//hewer?
If so, I'd say that 'Thomas Bailey' was Lucy's stepfather Thomas Evans in all but surname...

Sandra, it sounds very much like the father's name of Thomas was invented for the sake of decency on the marriage certificate - very many people did that rather than admit to being illegitimate.
It's not likely (but not impossible) that her biological father had the same surname as her mother. Sounds like she may have used the first name of her step-father.

Thanks for the replies re origins and subsequent locations/family of Martha Bailey. I know from her daughter's birth cert that she was a domestic servant 1n 1881 when Lucy Jane Bailey was born, with no father's details on birth cert but When Lucy Jane marries in 1900, her father's name is recorded as "Thomas Bailey" and the cert gives her place of residence at time of marriage as Wybunbury(Cheshire). I know that people tended not to be very mobile in the 1800s but a lot of families around here moved for the mining work.

Don't blame you MC, but that seems to have been a looseness in transcription, there's nothing on the original image , only the first child is described as a scholar there.

Woore, though Shropshire, is VERY close to both Onneley and Mucklestone!
Living in Mucklestone at age 7 days with father named SAMUEL...

Census 1901 note Martha's birthplace is now Onneley, which ties in with Martha's birthplace as given in the 1881 census record Sandra mentioned.
So now you know Martha's father was Samuel from the marriage I posted previously, which is now looking likely to be correct.
