I am inclined to think that Frances is his mother and Sarah is his grandmother but would contact the other researchers to check their sources. several on Ancestry and on the Weald.

I have found a second Frances Ashby with mother Sarah and birthplace correct. . I really think you need to contact Shirley on The Weald site. From what I can make out there are a number of Ashby families all millers and probably connected.

The only problem with that one is Sarah has an estimated birth date but first son born 1777. Certainly worth a look though.
