On the 1851 census there is Sarah aged 2. now there is a birth in Wem in 1848 for a Sarah. so I wonder if this is his parents marriage??

Help please i'm confused!
It says in the 1901 census that John Pemberton, head of the above family, is born in Tipton, Staffordshire, but in the 1911 census it says he was born in Newton Heath, Shropshire. I can't find him in the 1891 census or even the free 1881 census, could someone please help, thank you :-)
