This may be your man if he worked on the railways as that is the occupation of the Thomas above .

1901 Thomas was a pensioner railway signalman

1891 Thomas is a railway signalman

1881 Thomas is a railway signalman

1871 Thomas is a railway Policeman

The information that he was a sailor may have come from the fact that he fought in the Crimea aboard ships. I've just had a look at a tree on Ancestry and there is loads of information about him and the ships he was on and pictures of his papers.
He was born on 27th august 1839 and enlisted in 1855 serving for 10 years.

thankyou so much chrisa , i was led to this thomas mummery ,as finding research on a lady by the name of mary catherine edwards i discovered that her surname was gillick which then led me to her mother catherine mary gillick , which a far relation of mine said she was a mummery and she had a brother called thomas ,so i was hoping that a census would show mary cathereine and a thomas in the same household .

Catherine Mummery married a Gillick and shows on the next census as such.

many thanks to the both of you and a special thanks to you astra though your kindness in telling me about ancestry i just used there search engine to look at thomas mummery in the public tree section and it has shown a couple of trees ive got to take out a subscription to veiw them but it did show a tree with a griffiths connection ,

and as i have a connection to griffiths ,i will e mail a few of them and ask if they are doing a family tree and if its on ancestry ,

its getting interesting this family history ,im now thoroughly hooked
