Thank you so much Mary for your detective work.
I've had a look at the 1871 workhouse entry and the fact that this Charlotte is also blind seems to make it a strong possibility. My main concern is that Beer and Tavistock are 60 miles apart.
I will do as you suggest and contact people with Charlotte Milford in their tree. I suspect that if Charlotte Basebe and Charlotte East/Milford are one and the same the death certificate is unlikely to give me any further information.

Could tavistock just be the registration district?

Charlottes parents were from Calstock Cornwall that also came under tavistock registration district

Many thanks to everyone who helped me with this one yesterday.
It has now been confirmed that Charlotte Basébé and Charlotte East are the same person.

Thats good news,did the person who confirmed it also know she had other children with Thomas Basebe.
