Shes on 1881 census as Goodwin a widow at St George Hanover Sq.
We do know her Maiden name is Ling.

and can't be taken as 100% correct. Do you have any other evidence of her birthplace?

Just curious, how she is connected to Horatio Williams?

I think shes not long widowed with 3 young children I understand they were adopted or spread around to other family.
Shes probably just lodging ther.

Yes I think I found her children on the 1881 in different households.

I think the Bermondsey birth seems the right one. Getting her marriage certificate is the best way to go as it will give her fathers name and also the witnesses might be relatives.
