Desperate to find any info on Annie Moffatt Morton born supposedly in Dunedin NZ in 1873 and dying in NSW Australia in 1949. Supposedly married to one Willoughyby Harcourt Carter in 1890 when she was 17 and would have needed parental approval. Please please if anyone can help I would be so grateful.

Well, she definitely died in NSW in 1949.
http://www.bdm.nsw.gov.au/cgi-bin/Index/IndexingOrder.cgi/search?event=births
15814/1949 CARTER ANNIE MOFFATT (father's given name) 76 YRS mother's given name GRACE district PADDINGTON
If the person who registered her death knew her personal details, there should be some info on her death certificate. Apparently they did not know a lot -- or she was born to an unmarried Grace Morton. It would be worth getting the certificate or a transcript (e.g. from Joy Murrin) to see what it says. Or perhaps that's where you got the info in your post. ;)

That's a pretty distinctive name Mr. Carter has, I must say.
In the English GRO there are only:
http://freebmd.rootsweb.com/cgi/search.pl
Marriages Mar 1853 CARTER Willoughby Harcourt Stoke Damerel 5b 524
Births Dec 1853 CARTER Willoughby Harcourt Salford 8d 83
Deaths Dec 1853 Carter Willoughby Harcourt Bath 5c 425
Deaths Dec 1900 Carter Willoughby Harcourt 79 Elham 2a 590
Googling
"willoughby harcourt" carter
http://www.mkheritage.co.uk/bch/docs/bconstab.html
"In 1856 the Government passed an Act making it compulsory to establish a paid police force in the country. On the 6th February 1857 the Buckinghamshire Constabulary was established. Thirty-two candidates applied for the post of Chief Constable and at the Epiphany Sessions held on the 6th February, Captain Willoughby Harcourt Carter was appointed as the first Chief Constable of this Force."
Aha. You need someone with Australian Ancestry access, or Australian electoral roll access otherwise:
http://search.ancestry.com.au/cgi-bin/sse.dll?&gsfn=Williouby+Harcourt&gsln=Carter&db=auselectoralrolls&&gss=SEO&hc=20
"All Australian Electoral Rolls, 1901-1936 results for Williouby Harcourt Carter" (note the misspelling)
Williouby Harcourt Carter gender 1903 Victoria Balaclava city
and several other years where the name is spelled correctly -- and there are numerous other Harcourt Carters.
The details of those records might reveal Annie?
