If he was 19 when he got married, it makes life a lot easier for him to say he's 21, and thus avoid any hassles about parental permission. If his mum's dead by then, I don't know who he's supposed to get permission from, and I'll bet he didn't either. My guess is that he was supposed to get permission from a court of some flavour, but who's going to go to the bother and expense when they can just say they're 21.
