Gill at the end of your last message you say mother Ellen and father Alfred,were these on the certificate you have just recieved?

Could they have got Emily and Ellen mixed up?

his brothers names are sidney walter george wills and reginald henry or harry wills both were born after james sidney in 1912 and reg was born in 1919 Gill i have ordered the birth cert for james born mar 1904 camberwell

I think then that they may have checked that one and the mother's name is different. Do you know if any of the other children have middle names - if not it is less likely that that one would be your James. If there is nothing else looking likely, I would be tempted to spend the money and buy the certificate if only to eliminate that one.

hi i found james and his sister emily on the 1911 census james was born bow/poplar? which is the same area roughly in 1911 he was 7 yrs can i ask why GRO cannot find him? thanks Gill

Well in the 1901 census there is only one child with the family, so if James was born late 1800s he may have been with a relative while his mother recovered from the birth of William.
