We are in tier 4 and my friend went into her neighbours house and had dinner there, is that right? Also could she go to her daughters house, it would make 8 of them altogether.

In tier 4 you can only meet 1 other person in a public place. Not in the house or your garden.

For christmas it is different. You can have someone who lives alone, a single parent with children. Or someone in a support bubble. You should not stay overnight.
You cannot have one person from Each category.

If your friend went next door as a support bubble she cannot then go to her daughters as you are allowed to be in only One bubble.
