Weather and climate, like coastlines, isn't a 'fixed' entity.
Coastlines move, weather fluctuates.
Mind you, I don't think fracking & nuclear explosions do anything much good!!

There are causes for disastrous weather but I think they are much simpler to spot than attaching it to nuclear testing and fracking ( though they could be responsible for causing earthquakes and earth and air polution ).

The planet is is in a mess, largely because of the lifestyle of its inhabitants, overpopulation and exploitation are causing the destruction of habitats which would help keep a balance, even when the climate change is entirely 'natural' let alone the 'man made' elements of it.

I reckon all this disastrous weather every where is down to all the underground testing that is going on nuclear tests underground, fracking etc,.we never had weather like it when i was a youngster 60 odd years ago.

we shouldnt play with the earth it is being disturbed and nature being nature, is hitting back hard.
if one country is afraid of anothers possible attacks sit down and talk,we dont need innocent people being affected.
what do you think.
