Thanks both,
I had a feeling that they would only look for blood relatives.
My friend has a great Uncle by marriage, trouble is he is in his 90's and she doesn't want him upset by any info that may be held, but he is the only person who could send off for the papers.

We applied for FIL info as he always thought he was in a Barnardos home. I wasnt able to get info as not a blood relative. so I downloaded a form from their site at the time and my SIL .his daughter filled it in . They then looked for his records .
Was found he wasnt a Barnardos child but they would only look on behalf of blood relative.

It would be worth your while asking them giving your reasons for wanting to know.
