Recent electoral Rolls are available over the internet but you have to pay to view. These usually can be searched by name.

There is a lady called Jean on this site, who out of the goodness of her heart will do you occasional look up for you, using her subscription.. She has a thread on the Records Board.

Older Rolls are available to examined at the main library or archive centre in the town or city covering the area concerned. These can only be searched by address, not by name.
