for my grandaughters 1st birthday my daughter dressed her up in fairy clothes(so sweet)took a photo and had it enlarged then the local cake shop made it somehow into eatable iceing and placed it onto a chocolate cake,it was wonderful.and it was'nt expensive either.

shops that sells small gifts and cards would be a place to checkout.
craft shops may have small tiny dolls that could be decorated as a fairy.

good luck,im sure she will enjoy her special day.

Does she want an actual figure to keep or ones made out of icing.

I have a mould for fairies yes its fiddly to to but had them on tiddlers christening cake and eldest had a cake with them all over it.
They are flat on the back so can stick to the cake and you can paint them whatever colour you want with food colouring and I use edible glitter on their wings.

You would need time to practice and letting icing dry for a day before painting.
