Find Ancestors

I've just recieved my grandads birth cert to find out his parents name. Is it possible to find a family on census forms by using the address from a birth cert? as I don't know where to go next as all I know is what thrie names were.

My grandas name was Albert Charles Bye born Nov 1919 at 9 sussex street, kingsland road, Bristol. His parents names were Elizabeth Amelia Rogers and Arthur John Bye
