First i checked the parish of St Clements with no luck, then i tried St Saviours and i found William and Ellen as follows: RG10/1809/80 Municipal Ward 7 of the parish of St Saviours Norwich. 65 Cat & Fiddle Yard William Nelson Head Married 24 Shoemaker b St Pauls, Norwich Ellen Nelson Wife Married 23 Silk Winder b Heigham, Norwich Willam Nelson Son 7 Scholar b Heigham, Norwich Albert Nelson Son 3 Scholar b Heigham, Norwich Ellen Nelson Daughter 6 months b St Saviours, Norwich Although the age of William is a little bit out i am sure this is the family you wanted. It gives a different place of birth to the 1851 details you gave me, so i then went to the 1861 census to try and find a William Nelson aged 14-17, going on the ages given on the 1871 and his marriage certificate. I went through the parishes of St Pauls, St Clements and St Saviours and found nothing to match. However i did find a rather odd entry of a Samuel Winter a BAKER living with his older wife and her daughter from a previous marriage with the surname Nelson, and her young son William aged 4. This is far too young to be your William but as Samuel was a baker like the family you are interested in a made a note of it. I also found a Robert Nelson aged 27 and his family in St Pauls. I have made a note of all details and can pass them on if you are interested in them. I have a quick look in the 1851 census in St Pauls with no luck, but did find again Samuel Winter and his family, also another older Samuel Winter who had a 4 year old William Nelson living with him...very odd to say in the least! I tried to find your William in the Parish registers, but there are none available for St Pauls after 1810, and the Bishops Transcripts had no Nelsons in the 3 parishes i tried at all. If you can find any details about a William Nelson in the 1851 that fit age wise let me know and i will try and track them down in the 1861/71 for you. Hope this has been of some help.
