Because of the 100 year rule.

Anyone born less than 100 years ago whose death has not been picked up will be a 'closed' record on the 1939 register

You should look for their parents

Does anyone know if there is a reason why I cannot find my parents on the 1939 census? Jack Jakeman born 1923, Josephine Elizabeth Corker born 1925
