If Rose's widowed married name was Hughes, and her father was Hughes, the her first husband was a Hughes! (Unless, for some strange reason, the marriage was recorded in her maiden name).

Re Ellen's birth:
Perhaps Ellen wasn't her official birth name.
There were several Elizabeth Jones births in Liverpool in and around 1898 - Ellen could be a "pet" name to distinguish her from her mother.
Also this one might be a possibility:
