As there were no penalties for not registering births until 1875, the child aged 2 may simply not have been registered, and the registration you found relate to a totally different child

Always cross-refer..............

Bear in mind that the 1859 birth may not have been registered.

This *might* be the 1856 born child in 1861:

I would say it's definitely 2 on the original.

Definitely says "2" on the image. But I see where you're coming from:

England & Wales, FreeBMD Birth Index, 1837-1915
Name: Francis Tapp
Date of Registration: Jan-Feb-Mar 1856
Registration district: Exeter
Inferred County: Devon
Volume: 5b
Page: 85

The family may not have been literate so wouldn't have known if the correct info was recorded.

I was very kindly given this ages ago-but have a feeling that maybe Francis was '5' not '2' -and wondered if it had been mis-read?- or just possibly mis-transcribed?

I'd be very grateful if someone could be bothered to check for me as My library is hardly ever open at the moment for me to go and look myself.
