I have tried looking for all three on Ancestry and FMP but without success. I see that Emma Eliza appears on several trees on Ancestry, together with photos, but none of them includes a 1901 census entry for her. |

It looks like her mother was a widow in 1891. Do you know whether Mary A Hales remarried? If she did then it is possible that in 1901 Emma was known by her stepfathers surname. |

A Stagg tree on Ancestry has the information that in the 1911 census, Emma's mother, Mary A Hales, is described as the wife of Alfred Edwin Stagg, married 15 years, but that when Alfred registered her death in 1916 he gave her name as Mary Ann Louise Hales widow of John Hales, tinplate worker. Eliza Hales, born 1890, was with Mary A and Alfred in 1911. |

Maybe Emma was missed off the census return or was given the family name if she was in service? |
