James, never ever ever take birth years on census as being correct, always allow +/- 2 years.

It depends when someone's birthday fell in relation to the date the census was taken.

If Lydia Armstrong was born e.g. June 1895 then she would be 5 years old when the census was taken 31 March 1901. Her age would be entered as 5 on last birthday but then later on when records are transcribed 5 would be subtracted from 1901 giving a false birth year of 1896.

Also, bear in mind that in a lot of cases literacy was very poor or even non existent so many people didn't know how old they (or their children) were.
