Find Ancestors

Looking for Joshua Limb b 1830. I have hiim for all census' apart from 1851. Why would this be?
I have checked a few years either side if his birth year and various ways of spelling his name but with no success!
Can anyone help

There are a fair few missing from the 1851 census I believe

Well I cannot find a Josuha Kime born 1830/1 Lincolnshire on the 1861 census.
