Trying to find grandfather parents names Canada

My husband grandfathers name was Stephen Benjamin Hopkins born 10th June 1912 in York County, Toronto, Ontario, Canada. He died here in the UK in 2002. Can anyone tell me where to look to find out this information. I have been trying for years. We even sent his ID card and his death certificate and paid to get his birth certificate from Canada. Couldn't believe it when they sent it back saying we had to tell them his parents names or we could not have it. As we explained to them that was something we needed to know ourselves. So really not sure what to do next. We sent it 2003. Just wondering if anyone in Canada can shed any light on what we could do. Thought now that it has been 100 years since he was born. There be other things we can access now. Thank you for reading this.
