Curiously I can't find any of them on the 41 census.

I cannot find any trace of them either .But on the 1851 census neither John or Joseph give Over as their place of birth. Can you find a census with John and Ann on when they are married to give place of birth and occupation .There were 3 John Hulses baptised in Over around 1830

Looking at the original of that 1861 census I would say that Ann is a widow.

In 1871 Ann is still living with her mother and is definitely a widow, however there's now a 5 year old daughter, Elizabeth Hulse.

Did Ann go on to marry William Anderson?

yes ann did marry william anderson and that could be john in 1861 i was looking on a family tree someone has and they have ann down as married 3 times first to a benjamin hulse then john then william anderson
