Mothers maiden name was added to the indexes at the end of 1911

it'll be registered with a mother's maiden name....records before 3rd Quarter of 1911 did not list the mother's maiden name as a reference point.

I am trying to find a George Brassington - Oldham Lancs.
On the 1911 census this chap is listed as being 5yrs old says born 1906 and living with mother and father and other people. boarding.
but I cannot find his birth records.
I searched for him and the only thing that is coming up is for 2 people called George but there records do not show a mothers maiden name.
My question is - how is a birth of 2 similar named persons in the same district within a couple of years of each other registered with no mothers name?
Any ideas ?
Not sure how to carryu on tracing this person.
