I believe Stanford Elkington was a regimental commander but I cannot find any record of him after 1901. Can anyone help please?

He was a civil engineer whose mother, Charlotte Elkington of Bentley Hall, Suffolk, was down as nearest relative. Wonder why Dora wasn't mentioned?
Also wonder why the gravestone above has 1919 down as his death? And why he is in a Naval cemetery?

EDIT Just noticed he was a widower.

The Stanford name comes from his father's mother, Ann Stanford, who was from Glamorgan.
