Re. the above census, you would probably expect 'son-in-law' to mean stepson - terms interchangeable back then. Not sure what that would signify though!

Just a theory:-

Peter was the illegitimate son of Elizabeth Hudson and so his birth was registered under Hudson.

Elizabeth couldn't look after him so Peter and Emma Hill took the boy in because his father, Richard Hill, was a member of the family.
Was Richard, Peter and Emma's son, hence the young Peter was named after his Grandfather, which was very common in those days?

The census records posted don't show Peter and Emma with any children but may be worth checking them in the other records to see if they did have a son called Richard.

Otherwise, maybe they just couldn't have any children of their own and he was adopted by the couple and so officially changing his name from Hudson to Hill???? :-S
