Poor you, as Williams is one of the most common surname in UK. You could try contacting Ellesemere reg office and explain your dilemma and ask for a check on father's name. I have done this many times and most are very helpful including Ellesmere when I was looking for a marriage.

The only Penley i know of is near Wrexham which is on the Denbighshire/Flintshire border.

RutlandBelle Report 13 Sep 2010 18:48

Penley at that time was in Ellesmere Reg District so you need to search for a birth there , a cert will give mother's name

RutlandBelle Report 13 Sep 2010 18:43
