It may just have been a mistake in filling in the census return?.......or Sarah really was his mum?

this would explain y i cant find him in 1881 under abraham boat but why take on his sisters married name

Although, looking at it again maybe this is Abraham Boat living with his sister?....he doesn't appear as Abraham Matthews in 1871.
