It's on the 1881 census, not the 1891.

If you go back a page there is a machinest with E and M written above his occupation. I would think it is probably shorthand for Electrical and Mechanical (just the enumerator categorising the occupations).

I would suggest that the 'E' is Engineering and the 'M' is probably Mechanical.........

In that case perhaps a driller & a drill man are 2 different occupations
