I have followed Ann Kelley/Kelly of the 1901 census (with daughter Elizabeth) right back to 1851 and not once was William with the family .
It might be best if you buy the marriage certificate for William Kelly & Ann E Tozer, just to find out if his father was Robert.

Did some more searching and found William, with family, including mother Ann, b. ~1832, Ashreigney.
So, if the marriage certificate says, father Thomas, this one should be right.
