Where is Saint James sub district?

Hi
I am going around in circles trying to find the correct family line of my Grandfather Fred William Harrod. It appears to be a common name pre 1900.
I have a dilapidated birth certificate for him but it is unfortunately torn through the date. All I can see for sure is his name, that it was witnessed on 6th July 1895 at Saint James sub district and 'registered at 119 of my record book' whatever that means.
My searches keep ending up in Dover but is there a link to Saint James there?
The Fred Harrod in list in Dover was born in Dover but his mother was born in Sutton St James Lincoln.
Could his father have made an error?
Any help would be appreciated.

By any chance, can you find his parents wedding/mothers maiden name? The 1911 Census shows them married 18 years but I can't find anything in 1892-1895.

On FreeBMD there is only one FRED William Harrod bn Dover 1895 Sept Q , 2a 987,. This most likely is 99% your Fred.

I can't find a marriage to a Rose so I think you'll have to get another copy of the Fred - Dover birth cert to get her full name - Rose could be her middle name.

I have relatives also from Sutton St. James Lincolnshire. It's St. James Church in Freiston Lincolnshire
