I am trying to find out birth and family (parents/siblings). She married Alfred James Billing in Birmingham in 1938. She was Alfred's second wife.

you need to know her fathers name, which will be on the cert ( which you have to buy, one-one can 'see' it)

I think Doris was born in Birmingham in 1909 so I pressume she would show up on the 1911 Census.

Well, it's not so bad - if you get the cert you should find her parents at least. But the marriage cert. is safer.
