Was living 3413 Crawford Street. nok wife Lydia. Didn't have a phone but gave his neighbour called Fletcher's number.

He was employed by Collins & Aikman, 51st & Parkside Ave, Phil.

He was 5' 9" and weighed 200lb. Blue eyes, black hair and light skin.

What sort of connection are you trying to make? What are you hoping to find out (just so we know what type of records to look for - there can be some good info from things other than census).

At least we can get a 1940 address from his naturalisation petition:

Hi Gins,
Looks like I will have to be patient until the 1940 USA census is completed. However could you possibly look at USA births and deaths. I have just been re reading a letter I had from a distant relative, in it she mentions that 2 of her brothers died one at birth and the other aged 6months. Their names were Joseph Slater born 1933 Philadelphia and the other William Slater born 1935. They were the sons of Harland and Lydia Slater.
