Ann thats interesting!!!
As my grandfather was living in St Albans Herts by1933 {james Norris born 1901}
I know they were both living in 1911 as James Norris born 1874/1875 was on the WW1 records he joined in 1915 in Woolwich and died in 1918 in the 2nd Chelsea Hospital from Cancer, Alice died in 1929.

Sometimes inmates are listed by initials only. Not very helpful!

Just took another look at it and he is James George Norris, its like wherever they are they may be together, could be in transit and left off the census.
