You cant Diane, you have to buy the certificate to do that

from this site

https://www.gro.gov.uk

you will need to register first and certificates are £7 each with the refs that you have found for the persons certificate you want
on the form you fill out to order from the gro it will ask if you know the gro refs
tick the yes box .
