It's possible that Thomas and Ann from the 1861 had both been married before (or maybe Ann had) which is why there are two Sarahs - one was his/their daughter and the other was her daughter?

They both show as daughter ... but I'm still thinking that one was his stepdaughter.

Never thought of that, most prob, I've seen census before that have just put down father/mother when I know for sure they are step.
Many thanks for your help and time in looking, I'll try different spelling for Storer marriage.
