Frances/Fanny could be the same lady, her age and place of birth is the same I believe.

As for spelling, since most folk couldn't write then the forms were filled in by others who wrote how it was said. And also some of the census are handwritten spiders scrawl and very difficult to transcribe.

I have a family branch whose name changed from Eskdale to Estall/Estill due to a North Yorkshire accent.

You could send for Williams birth certificate mentioned above, with a search proviso that you are looking for parents James and Martha (I think).
